Kendall, who operated Max Kendall Lumber Col, was one of the first people on the planning commission in 1972 but resigned in 1973 when the subdivision ordinance, which was adopted in 1974, was being drafted. A proposed Rail Trail path (now the Dick & Willie Trail) would link the proposed new site of the Virginia Museum of Natural History on Starling Avenue with the uptown area. The project cost $900,000. It was designed to use the old Danville & Western railway as a mile-long walkway, noting historic sites along the way. Dewberry & Davis Inc. of Danville, under Project Manager David W. Reeves, handled the project.

Charles W. Davies Jr., who had been an executive at Tultex, was the leading candidate to become the executive director of the A.L. Philpott Manufacturing Extension Partnership.
